Development of the Ettelbruck municipalities

This international architectural competition was organised to find a solution to the problem of land use planning in two municipalities: Erpeldange and Ettelbruck. 

This ideas competition was approved by the International Union of Architects (UIA).

Theme and objectives

For the first time, two Luxembourgish municipalities joined forces to develop their respective regions. This development was necessary in view of the constant demographic growth of the municipality of Ettelbruck, a major communications hub and centre of newly created industries. Thoughtful planning required that the territory of the municipality of Erpeldange, which is geographically and demographically linked to that of Ettelbruck, be included in the urban development zone.

This competition gave participants the greatest possible freedom to interpret the subject. The existing built environment nonetheless had to be preserved, with the exception of renovation and refurbishment proposals, which had to be kept to a strict minimum.

 

Key criteria

All the elements needed to create a model layout had to be included in participants’ submissions:

  • Zoning in accordance with the purpose and character of the buildings in each sector;
  • Plan of the network of major, medium and minor traffic routes and their connection to the existing network;
  • Layout of zones and green spaces;
  • Location of administrative centres, shopping centres and other facilities that the participant saw fit to provide;
  • A brief study of the water supply networks, wastewater treatment facilities, electricity distribution and public lighting.

Eligibility

The competition was open to all Luxembourgish architects. 

Participants could join forces to form a working group. To this end, they could also enlist the help of foreign planners or specialists.
